Snow Blower(self propelled) Problem

Specifics: MTD Snow King 7.0 HP
Model: 31AS3DDE29 546046
Serial: 1H045L10322
Engine Mfg: Tecumseh

The self propelled drive stopped working a couple years back, I am trying to fix it. I changed out the transmission but the drive still not working. When I engage the transmission the snow blower jumps a little initially but then just sit there, it is pretty easy to push. It seems like the drive is only helping when pushed, it can't pull it's own weight.

Any ideas what could be wrong?

OK, I found the problem. The problem was the belt for the propulsion wasn't around the "tensioner" so the only time it had any drive was in "3rd gear" because this was the only time the belt was remotely tight. Once the belt had tension from the "tensioner" then there was drive.
