MTD/Yard Machines 8HP Snowvlower stuck in gear

I've got and 8 year old MTD 8 HP snowblower that is stuck in gear.

I dug into it and it looks like the friction disc will not disengage from the rubber wheel, and that is not allowing the shift mechanism to work. I've disconnected the drive cable, springs, and the bracket that is supposed to pivot is just stuck there. I've taken out the cotter pin that holds the bracket in place and it will move side to side, it just will not move to the disengaged position. I've looked under the bracket and there does not seem to be any interference, so I'm at a loss. I've tried lubricating the pivot points and some "impact maintenance" with a rubber mallet to no avail. I've disconnected the drive belt and it will roll, so I don't have any frozen shafts.

Has anyone ever seen this or have any thoughts on hot to approach this? Thanks!

That bracket that moves side to side is supposed to move front to back. Keep putting the penetrating oil to the pivot points and try to move it front to back. This only moves 1 inch at the most, just enough clear the friction disc.
