Toro s-200 38120 need help

I have a toro s-200 snowblower that i recently acquired and I removed the red engine shroud and I noticed everything under shroud (motor and other various part) seem to be covered in an oily residue. I know this is a 1980 model but is this normal for these snowblowers

They are used and abused , they don't when they are new but after years of use and neglect they do get dirty. If it puddled oil that's one thing, check for loose head bolts.
