Homelite chainsaw brake wont disengage

seams like the band for the chain brake will not completely disengage. Sometimes the clutch is free and sometimes it isnt. The brake bar appears to be moving properly. I took it half apart and I can hear the brake latch klicking but the band does not appear to loosen, I stopped at pulling the last snap washer off allowing the brake handle bar to be removed because it appears it will be difficult to reinstall and
I dont know what the problem really is. Does anyone know what I need to do here?

I think you'll just have to take it off and see. There may be sawdust crammed behind the brake band keeping it tight against the clutch.
