Toro Showthrower CCR 1000E

All Snow is not being thrown, even when the snow is light and fluffy. Replaced paddles and scraper. Now the snowblower does not walk by itself, and still is not throwing the snow. Some of the snow winds up falling on the snowblower and is not shot out.

In replacing the paddles, the store said to place paddles thick side down, or numbers hit the ground first (if numbers are stamped on).

What is the next step to get the snowblower to walk by itself, and also to properly shoot the snow?
