Pull start problem

1st post- I've got what I think is a simple fix

A snowblower given to me by a friend seems to have something wrong with the pull start mechanism. The string doesn't seem to be engaging the starter "cup"? I think I'm missing a piece in the puzzle a starter 'dog'?
specs- Toro 24in 5hp tecumseh motor
with serial # 31625 50064

Everything seems to be working fine the thing recoils fine and ,I have compression it's just not transferring the pull power to the flywheel. There is a space where a small spring is visible which has a small metal clip held by a screw seating above it. I think this is where I'm missing something

Yep, the drive isn't engaging. It could be gone, stuck, messed up or whatever.

Just take off the pull start and see what you have. It's pretty easy to see how everything works with it off.
