I'm wondering how you can tell if the crankshaft seals are worn.I've tried everything the book says and it still bogs at high speed

Did you remove, clean, and recondition the carb? It takes special equipment to test the crankshaft seal. You can make the tools if you desired, but that unit is not worth the effort to make the tools for and diagnose, let alone repair. Not to make you feel bad about your equipment, just saying it is not a good unit and is considered as disposable. If you do, however, decide to fix it despite the impracticality of it, we'll be glad to help.
