LawnBoy ST826 Axle Bolt Replacement

I have an approx 20 year old LawnBoy ST826 snow blower. Recently the axle bolt snapped on one wheel. My thought is it snapped due to age / rust / etc... rather than on purpose like a shear bolt would. Is that thought correct?

I replaced it with a grade 8 bolt & nut combination so my thinking was I would be good for another 20 years. It wasn't until today that I questioned if something softer should have been used. Thoughts?

Grade 8 is fine for the axle.
