The governor spring on my Tecumseh 10hp is on the carb under the little plate that turns with the throttle. It's a little hard to see.

The governor mechanism on the front of the engine is connected by a couple of rods. It took a little looking before I figured out where the spring was and how it all worked.

Please post the model number of the snowblower. Can be found on the back panel between the tires, under the handlebars. Sounds like your belt is slipping or the pulley is not
tightening the belt.

Yours uses 2 auger belts. They are a matched set. MTD part# 754-0430. Use ONLY MTD belts. They are an odd size both length and width. Aftermarket belts that are close, will work for a while but won't perform as well or last as long. The spring for the tensionor pulley is part #732-0710.
Also check to make sure the shear pins are still in the auger. The auger will still turn without the shear pins, but stop when they hit snow.
I do not believe the governor is the problem.
