Troybuilt tiller smoking

Does anybody know what would cause my tiller to produce heavy smoke in the exhaust. I have a Troybuilt (5.5 hp OHV intek 190 Briggs and Straton engine) model 21A-634F063 roto tiller. It seems to have plenty of power but smokes excessivly. Would this be costly to have fixed at a small engine repair shop?

A couple of things come to mind.
1). Carb float not shutting off gas.
2). overfilled with oil (these only take 18-22 oz oil. Many dump a whole quart (32oz. in).

What color is the smoke? Pull the plug and see what color the plug is and if it is oily.
Answers to these 2 questions will tell us a lot.

I just put in a new plug so I will have to run it for awhile to see what the plug looks like. As far as too much oil, there are to plugs one, on each side of the engine to add oil what I did was to fill it up until the oil ran out the fill plugs is that right? I see no other way to check the oil level. How hard is it to unstick the carburator?

I checked the plug and it is not oily
