Drive belt on Toro 20018 lawn mower

How do I replace the drive belt on a Toro Personal Pace model 20018. I cut the old one off, there is a part on the pulley that blocks the belt. Top pulley on the transmission . I cant get the belt on. Blade pulley is okay

There should be 2 screws that hold the belt gard on. Just remove both screws, take off the belt gard, install the new belt, reinstall the gard.

Be cautious about standing the mower on edge. Generally speaking, you want to have the carburetor up to prevent the carb from getting flooded with oil.

But check to be sure you are lifting up the mower the correct way.
