Gas-powered Briggs & Stratton starts fine without issue. After about 1-3 minutes of running time, the engine RPM becomes irregular; RPM drops off, picks up, drops off, picks up, etc.

I used to own a VW GTI which developed a faulty idle stabilizer valve; the idle of the VW with the faulty idle stabilizer is reminiscent of the lawn mower RPM when it begins acting up.

Also, when the gas tank supply is near complete depletion, the lawn mower RPM resumes normal operation ever so briefly until the mower runs out of fuel. Any suggestions?

Are we talking about a push mower, riding mower, 3 hp or 30 hp? Either way, surging is iindicative of a lean running condition. Try loosening the gas cap and see if it improves.
