B&S 18hp wont start, coughs & puffs only - Please help

Lawn tractor will not start. Turns over fine, wont catch. I have cleaned the carb, gas is clean. When I try to start, it just burps, coughs, etc. Sounds almost like holding an empty jug under water and hearing the air gurggle out or something. Sporatic, un-rythmed puffs.... Any thoughts or (hopefully) suggestions? Thanks!!!

Sounds to me like it's flooded. Does the oil level seem too high and the oil smell like gas?
