troy bilt 60tg keeps blowing fuses

mowed high wet grass and mower stopped checked fuse was blown cleaned grass away from connectors and unhooked all
connectors and still blows fuses can it be a bad relay?

Can you post the model number? Sounds like a short in the system or maybe a bad blade clutch.

Do you have an ohmmeter? If so, check resistance across the coil of the PTO clutch. If it's much less than 2 ohms, it's shorted.
