craftsman riding lawn mower trys to turnover but won't start


my riding lawn mower started fine after replacing starter. but i cut it off and it would try to turn over,but wouldn't start. the starter started smoking, as it did before i replaced it. i got a new battery to eliminate that problem. adjusted the valves.it just won't spin. it did this before i replaced the starter and it is now doing it again. 2 nyears ago i replaced the flywheel. some magnets(?) were missing off it. could this be the problem again? why does this problem continue?

Try removing the spark plug, tie the plug wire back away from the plug hole so in case gas shoots out it won't spark and catch fire, then spin the engine. Does it spin easily? Does gas shoot out? Don't crank it for long at a time or you'll wind up buying another starter.
