Toro self propel locked up

Hello my Toro self propel lawn mower won't move when the engine is off. The front drive wheels seem to be binding. When the engine is running the self propel feature works ok, but it still binds a little when you try to push it (engine running and self propel not engaged). I took off the plastic belt cover and when you push the mower with the engine off you can see the pully rock forward and rub on the drive belt. It almost seems to me that a spring is missing but the diagram shows no spring to hold the transmission assembly. Any help would be much appreciated. The model is a Toro 20005

I believe you need to remove the front wheels and clean the dirt out of the wheel pinion clutch mechanisms and then lubricate them. The toro website has a good xmsn service manual available.
