38 hp kohler engine front seal repeatedly blows out

I have a 38 hp kohler on a generator with maby 80 hrs run time and the front seal behind the flywheel has blown out repeatedly. I have replace the reed valve and the cylinders have 170-180 cylinder pressures so i dont think the rings are bad. Theres a .125 hole behind the seal at the 3 o-clock position and I have tried to blow air into it and have tried to run a flexible wire into it with no success. I was wondering if the hole can be drilled deeper so the oil can drain off and stop building pressure up and blowing the seal out. I am not sure it the hole changes angles after the hole begins or if it is a straight shot into the block. The hole is blocked for some reason. Any one have any ideals

Does the seal fit really snug? Are you using the same seal, or have you put in a new one? Did you use any adhesive to lock the seal in when installing it?
