I have a Honda Harmony Lawn Mower, I have had it for some time. I just replaced its carburetor and spark plug. It starts and runs, but it runs rough, up and down as it revs. I am unsure on how to set the thottle screw or the idle screw can some help?:

Was this a brand new carb ?
There are four things that can cause the above;
1) Partly restricted main jet in the carb (I've seen it on new ones).
2) The small spring over the throttle linkage rod being broken or stretched.
3) High speed RPM's set too high.
4) Governor in need of adjustment.
If this carb doesn't have the limit cap on the end of the low speed circuit adjuster, Close it until LIGHTLY seated then open it 2 turns. Once the engine warms a little adjust in or out to achieve the smoothest idle.
The idle speed adjuster should have been set close right out of the box.....
