gardenway by troy-bilt with 16.5hp briggs
model#-13AF693G118 911867 serial#-1C142B70374

(-motor-)-model#313707 type#0162-E5 code#-0202087E

problems-doesnt turn over,has fire to the solenoid,has new fuse,solenoid clicks as you turn key to start it.
battery good,starter good

test

i touched a screw driver on the solenoid across the 2 post and it turned over and started

A shorted solenoid or bad/burnt contacts in the fuse holder it's self or a bad/rusted battery (B) post on the back of the ignition switch, The solenoid is faulty from your description so replace that and see how the fuse does....
