Blades won't engage at full speed

I have a Craftsman mower 917.272056 that when I engage the mower the blades will not spin at full speed. They will however operate at a higher speed the higher I put the mower up. I have replaced both Mandrels and also replaced both the blades and mower belts twice. Any help will do...good mower!!

You may want to take a look at the blade brake levers and engagement idler arm pulley assembly mounting area, Grass and dirt can collect in these areas and cause them to hang up. A little cleaning and penetrating lube should get your blades back up to speed.

Are you using Craftsman belts or something you picked up at the local auto parts store? I ask because some times the so-called "exact" replacement belts are not so exact. If the belts are hitting at the bottom of the "V" grooves of the pulleys, they will slip. Belts HAVE to ride on their sides.
