Tecumseh TCII tarded

I have a tecumseh tcII thats not starting(although it was a year ago). I recently cleaned out the carb and now after attempting to put it back together, the following issues have appeared:

It won't start

The throttle springs connecting to the carb don't respond(was broken before this).

it isn't getting fuel cause the plug is dry and I'm pretty sure the line is clear

I have yet to put fresh gas in it and the carb isn't secured very well right now.

Will it start when you put a little gas into the spark plug hole?

yes that worked! I put some freshly mixed 24:1 in the cylinder hole and it fired for 2 seconds.

I'm still boggled by the throttle not working at all( the springs that connect to the throttle body don't do anything)

And I'll assume the fuel hos is clogged or the carb isn't connected right.
