Honda HR-214 Engine Carb hose question
I have a Honda HR-214 lawnmower that will not start. If I drop some gas in the carb, it starts briefly. I drained the gas thinking that it might be bad gas. I noticed that there are two hoses connected to the carburetor. One to the gas tank and the other...connected to nothing. This make me think that the problem is that hose with no connection. The end of the hose looks like it was broken off. The end was located pointing upward in the cover .
Can anyone tell me what that should connect to? Where can I find a diagram to show me. Might this be the problem?

Tuning carburetor on Honda HR214
I found that the hose appears to simply friction fit into a hole on the side of the engine. After inserting it the engine starts.
The engine runs fine when the throttle is in the choke position. But lowering it to "Hi" or Low" results in the engine pulsing, i.e. it slows almost to stall and then revs and then slows and so on.
Adjusting the screws on the carb doesn't seem to make much of a difference, but I could definitely use some advice.
