hard starting pressure washer

Guys, I have an issue with a hard starting pressure washer so I cleaned the carb yesterday with new gaskets etc but I ran across piece that I don't know what it does. There is a tube from the carb to a plate that lets you see the valve stems. There is a small hole with a rubber diaphagm in it and it seems to have a hole in that diaphragm. Can anybody tell me what that is used for?
Sorry, should have added: it's a briggs and stratton 3.5 horse engine on a craftsman pressure washer 2150 lbs

I'm thinking it's the P.C.V. valve, but the little disc shouldn't be rubber... Post the engine #'s (on the fan shroud above the spark plug, or off to the side) & the Pro's will get you dialed in in no time.... Roger

Thanks for the reply, Roger, that makes sense, but didn't know they had a pcv valve on a small engine like that. I'll have to get the numbers tonite after work.
