pull cord replacement on a toro 724 sowthrower

The cord broke on my toro 724 snow thrower. I reattached it but it does not recoil now. Am I missing something?

It all depends on the procedure you used when you reattached the rope. With the starter assembly accessable, remove the old rope, turn the pulley in the direction it would go if you were pulling the rope until it stops, now back it off until the hole in the pulley aligns with the hole in the housing, feed the new rope through the holes, tie a knot, slowly release the pulley and the rope will rewind itself.
