Snowblower Carburetor

I am replacing the carburetor on my 9HP Tecumseh Snow blower engine. On what I assume is the throttle assembly (Shaft & Plate) there a number of wholes, 2 large and 4 small. Which hole does the lever go go into? I have it in the large one, but the shaft seems sluggish when i attempt to move it manually.

Check the old carb, maybe you can see some wear on the hole were it used to reside. Have a good one. Geo
