i have a troybuilT pony lawn tractor and when i disengage the blades they still spin not at full speed as if Engaged buy enough to cut you up pretty good. anyone know what could be wrong???

The belt too short, the engagement bracket not releasing all the way, or the blade brakes stuck.

In addition to cheese's suggestions, you might want to also check the idler return spring. It may be either missing or damaged.
