Murray Riding Mower (B&S 20 HP) won't crank

Type - 0229 E1

I hear a click when I try to start the mower.
I have replaced the "brush guard" in the bottom of the starter/motor because the bolt had been stepped on and the housing it was in broke. It didn't help.
I have a new battery that I have tested with the multimeter to verify the voltage.
I don't know how to test the solenoid. I've read that you can take pliers or a screwdriver to the two posts, but I don't see the posts (am not sure where the solenoid is).

On murrays, the solenoid is usually behind a small panel below the steering wheel on the dash tower. If the solenoid is clicking, the battery is good and connections are clean and tight, but there is no power going to the starter, then the solenoid is bad.
