Hard to Start: Honda Push Mower Model HRM195PA

I've had this mower for almost ten years now and I've always had a problem starting it. I've been using starting fluid ( I know that's not good), but once started it runs well with no problems at all. Most of the time, it's impossible to start without the ether. Any suggestions? Ignition is good and so is fuel. I'm hesitant to start taking it apart without a manual or some exploded views. Any suggestions as to where I can find either? Thanks all......j

Check to see if the choke is closing fully. This sounds like the problem. I don't know of any online exploded-diagrams or manuals for hondas.
