Honda HRX217HXA Lawn Mower

Model - Honda HRX217HXA Lawn Mower

I just changed the oil and a new air filter and some gas. The engine started on the second pull, some small white smoke, then it turned on with no problem. Now whether I am cutting grass or just moving the mower with full throttle speed its tends to move very slow, any ideas? It cuts great, just moves at a turtles pace, very very slow. Oh yeah, I also changed out the sparkplug last year.

Check the drive belt, make sure it is tightening and intact, etc...

If the belt drive were loose would that not affect the torque? if I pull back on the machine it pulls me.
Just very very slow. Is there a picture i could reference in order to tighten the belt drive?
Also would it hurt to add Stabil or Sea Foam? Thank you for all your help.

Correct, so then I'd say the speed shift lever is either in the slow range or the cable may not be operating properly.
