Do have a faulty starter

I have a Craftsman 19hp riding mower that will not start. The battery is good and I have tried bypassing the solenoid and nothing. When I ground the starter to the battery directly and run a jumper from the "positive" battery to the starter terminal it will turn over. Do I have a bad starter or some other problem?

You have another problem, most likely related to battery cable connections.
