Honda EB5000X generator no power

Motor: GX340
Generator Head: Sawafuji Model 50 NO. A NM 179

I would like to say that I am new to this forum and I appreciate any help that can be provided. Testing the 120 outlets I get just about 1.8 volts and if I shut off the breaker and test I get 3.4 volts. Here is what I have checked and done so far. Cleaned the brushes and contacts and made sure I have good contact. Checked the continuity of the of contacts of the amatuer and the 4 post connecter. The 4 post connector on the gen head seems to supply power to the power panel and I have 13.4-14.1 volts on each of these if I test to ground.

 

Can anyone supply some help with this. I saw in the past there was some post by Airman that helped and everything that I have done according to those checked out but I need to know what other test should be done.
