Craftsman Riding Mower Won't Start

We have a craftsman riding mower Model Number 917.272921.
The mower will not start--I think it is because the brake/clutch pedal is not disengaging the transmition from the engine. The pedal has good tension when you push it, but when you try to move the mower (by pushing it) the rear wheels don't turn. When you pull out the manual rod to disengage the transmission, the wheels still do not release.
Not much of a clue about drive systems, but willing to learn.
Any suggestions on how I can fix this?

check the brake on the side of the transaxle, it may be stuck and not releasing. While a stuck brake may prevent the rear wheels from rolling, it won't prevent the engine from starting.

Does the starter crank over the engine?
