Ok, after a quick google search, I see it is another one of those chinese made honda copies. You can take the governor off right where it connects to the governor shaft, or if you want to remove it, you have to open the engine.
You know how chinese stuff is built right? You're talking about removing a governor from the engine with a cast iron flywheel made of chinese junk iron, turning it in excess of 4000 revolutions per minute. This is a potential frag grenade. It can fly apart with deadly force. I wouldn't recommend it.
