Honda GCV 160 lawnmower

Hi - I have a 4 year old lawnmower that starts ok but when it is running it seems to almost stall and puffs out black smoke every 10-20 seconds then it speeds up again. It just carries on doing this and in particular when I hit some longer grass and there is more load on the engine it does the same thing. I've cleaned out the air filter and inspected the spark plug which looked very black so have cleaned it up. Is this a case requiring the carb to be cleaned out?

Hondas are finicky about their air filters. I'd start by changing it, or run it a moment without it (not in the yard or on dirt where it will pick up dust).
