Smokes on Startup

Guys, I have a simplicity 15.5 Briggs and Stratton engine that is getting hard to start and when it does a big puff and black and blue smoke come out. Rebuilt the carb twice now still does it. Valves are set at .004 and have checked them twice. Where to go from here
Thanx in advance.

Does the oil smell like gas?

It does a little, Cheese.I thought it was a heavy float and gas was puddling in the intake but that wasn't the case.

Both the hard to start and the black and blue smoke symptoms point to a leaking carb, allowing fuel to enter the cylinder. If there is gas in the oil, try changing it, clean the carb and needle, and see if it acts better.

exhaust valve should be .005-.007 but I doubt .004 is causing the problems

Thanx, guys.I put a new kit in it and everything is fine now.I bought this used and the new kit had a different needle with it.It was a hair bigger on the tip and i'm thinking previous owner put in wrong needle. Go figure.
