changing brakes on 32 inch bob cat walk behind

I picked up brakes for this mower. They are drum brakes which go inside the whell/drum assembly. Unfortunately they are riveded tto the mower at both ends. I am hesitant to take off the rivets as I do not know how to replace them. Anyone have any ideas?

Sorry, never even seen a bobcat walk-behind. You can't drill out the rivets and replace them with bolts?

maybe I can replace with bolts, I just thought that it might be a hastle as the rivets will break off requiring some redrilling!
