John Deere JE75 walk-behind mower not starting

I've stored the lawn mower for about 1 year. Won't start. I plan to replace the spark plug (I don't see any arc when trying to start it outside the engine). I want to clean the fuel filter but I am unsure of the directions in the manual to detach the starter cord from the handle and let it rewind. I had a previous experience of this happening and the cord wound so tight on the reel I couldn't pull it free. Is this really the correct action to take to remove the upper gas cover? And what is the clear tygon tubing that is hanging down from the carburetor (?). It doesn't seem to go anywhere. No where in the tech manual does it describe this tube that I can find. Thanks.

I'm not sure what you mean about letting the cord rewind.

The tube is the bowl vent. It is supposed to hang there, it doesn't connect to anything.
