Craftsman Snowblower Pull Cord

I have a Craftsman (model 944.528393) 27" 13.50 OHV (305cc) snowblower powered by a Briggs and Stratton 1350 Snow Series engine. After 2 years of use the pull cord broke, of course.
It appears that the housing that covers the flywheel area for the cord to wrap around is secured to the motor with rivets?
Am I just missing something or am I going to have to drill out the rivets to be able to replace the pull cord?

This time you'll have to remove the blower (flywheel) shroud to do a rope replacement. Once removed, look closely around the circumference of the mounting area of the rewind starter assembly to see if there are weld nuts on the inside of the shroud giving you the option to remount the starter assembly, albeit slightly off clock position, using possible factory-installed weld nuts with screws.
