Honda 21” lawn mower blade control bar stuck

I have a 21”Honda lawn mower model HRR216VKA that I bought at Home Depot about 3 months ago. I use it about 10-12 hours a week. When I tried to start it yesterday the “blade control bar”, the bar you pull back up to the main handle bar when starting and running, would not come all the way back to the main handle bar as it should. It comes back a few inches, just enough to allow me to start the mower and mow but it won’t come back the last 3-4 inches.
Hope someone knows what the problem might be and how I can fix it.

Start tracing the cable down to the engine. Are there any kinks, or a place where it is pinched?

 

Thanks Cheese. No, I don't see any places where the cable is pinched, no kinks.

 

I lowered the main handle and then put it back to the usual position and now everything works ok.
I should have tried that before I posted my "problem" on the forum. Sorry to waste everyone's time!
