19 hp kawasaki running rich

I have a 19 hp kawasaki i was given with the rod through the block. Had the block welded and rebuilt the rest. I have 57 lbs comp. On #2 cyl. And 40 lb on # 1. Did a leak-down and it was perfect. New float,inlet-needle and pilot screw. Turning the pilot all the way in and still runs rich. New($215.00) carb or look at comp. Problem on #1 hole?

/hard to say what's going on there... the compression numbers from both cylinders are very low unless this has compression release. Can you pinch the fuel line to shut off the fuel and make the engine run well just before it runs out of gas? That's what it would do if a rich condition was the actual cause of the problem.
