Honda HR214 throttle stuck in "off" position

I have an older Honda HR214 and for some reason, the throttle is stuck in the "off" position. I can't find any outward reason for it and before I start taking it apart and destroy it completely, I'm trying to get some feedback. Any thoughts?

Hello Franken30,

Loosen the clamp holding the cable on the engine control panel, See if the linkage and controls on the engine move freely. If they do, Open the control lever assembly on the handle bar and see if the inner cable slides inside the outer housing. If it doesn't a new cable is in order and that's my guess as to what's causing your issue.

Good Luck
