Craftsman Tecumseh 5 hp lawn mower spits gas out air intake

I have a Craftsman walk behind with a 5.0 hp Tecumseh engine. It runs, but horribly. Spits gas out air intake. I have had the carb off, soaked in cleaner & rebuilt. The carb has been off & on at least 5 times. I don't think the carb could get any cleaner. Engine model # 143.975012

Flywheel key sheared or valves sticking.

The carb might be clean but maybe the float is set too high or it sinks or the needle seat is in upside down or missing, clamp off the fuel line, remove the bowl, release the fuel line lift the float to see if it shuts off the fuel with minimal pressure, if so remove the float and shake it to see if it sloshes. I'm thinking flywheel key as well.
