What was it you did before? Seems like you put a new clutch on it, right? If so, there's a good chance the PTO switch is bad too. A bad clutch often overheats the switch and causes it to not make connections internally. Got a test light?

Check safety switches.
This model has to have the brake on and some have to have the seat switch pressed by being seated. Also if the PTO is not showing that it is off you will not complete the circuit that allows the solenoid to engage. Test light helps to check where you have lost the circuit. The next possibility is the solenoid which you can test by removing the small terminal connectors and then put one to ground and the other to the positive battery connector and see if you click and get the engine to turn. My local Briggs parts group and I went around on three new off the shelf bad solenoids before we had a good one. The solenoid would click but the big posts would not connect to transfer the 12 volts.
