Lawn boy mower question.

I have a 2-cycle mower, approx. 20 years old, 32-1 mixture. It has always performed well, today I noticed it won't run at the low speed, and after running a few minutes at high speed it dies, if I hit the primer boot a few times as it is dying, it will fire up again. Then after a minute or two it wants to die again, same thing.
I thought maybe water in fuel, so dumped the tank, took a rag and soaked up what was still in the tank, and added new fuel. Same thing occurred.
Does the carb have a float bowl, of sorts where water could be in such? I also noticed that if I push the mower along a steep bank it wants to die also, even with a full tank of fuel.

Sounds like the carburetor needs cleaning. It should have a float bowl behind the air filter box.
