Honda HRX217 peculiar idle issue

The mower cuts grass just fine and idles OK with the blade manually engaged. However, it will not idle "normally" without hunting/surging. When trying to idle normally, that is, after starting (one pull) and without the blade engaged, running it for a few seconds on choke and then setting it to any speed immediately causes it to begin to hunt/surge.

Does anyone have any idea what might be causing this condition?

Any help would be appreciated.

A slight carburetor restriction is the cause. Clean it, or try adding some seafoam per the instructions on the can to the gas and see if it clears up within the next use or two.
