Cub Cadet 2186 PTO clutch will not disengage

This 2186 mower has become one problem after another. Now the Electric PTO is on all the time. I checked the voltage at the clutch connector and when the pto switch is on I get 12V when it is off I get 0. Also when the pto switch is on the starter will not turn. It seems to me that the pto switch is probably ok and the problem is with the clutch. The clutch plate is moving forward and backward when you turn the switch on/off however the belt still always turns. Before I replace the clutch, could there be some other reason for it to be on all the time ? Does the clutch need to be cleaned/adjusted ? Maybe something in the ignition switch ? Would appreciate all comments. The clutch part number is 917-3403 and is anywhere from $220-340.

Sounds like the bearings in the clutch have gone bad and locked the clutch up. Take it off and see.
