Cub Cadet 1P70FUA Governor Failure

Cub Cadet 1P70FUA Governor Failure

I have a cub cadet push mower with a 1P70FUA engine. The governor has started shutting the engine off whenver the mower bounces. The main governor return spring is still connected but there is a much smaller but longer spring above it that appears to be disconnected.
How do I fix the governor so that it doesn't kill the engine?

Look around where the end of the spring would attach for a notch or a hole that it hooked into. Probably a tab with a notch in the end. I don't recognize that number as being briggs, tecumseh, honda or anything like that. What is it? Maybe the chinese engine MTD likes to call their own?
