Troy-Bilt Tiller/Edger

I have a used Troy Bilt Tiller/edger, Model #12097 - It will occasionally start but won't continue to run. I cleaned the carb and it seemed to help some at first. When I give it gas it just stalls out and dies! I can spray the carb cleaner in the carb and it will fire right up (running on the carb cleaner) and then dies. I replaced the plug and used fresh gas mixed accordingly. I just ordered a brand new carb for it and am waiting for it to come in. Is there anything else I should be looking for here. Any pointers on installing the new carb? It also seems like there may be a spring missing? It has one small spring on it but it just seems there should be another spring on the throttle return? Like there's no spring on the carb butterfly? Lost here!

The new carb should fix it up. No other spring other than that on the carb to my knowledge.
