Simplicity Riding Mower won't start

We have a 1986 Simplicity KT175S mower that won't start. We have cleaned the carburetor, replaced the fuel pump and plugs. It does turn over and will fire if we put some gas in the carburetor but won't stay running. Any idea what we should try next?

Simplicity mower

The engine is a 17 hp Kohler series 2. Thanks!

Is the fuel pump pumping gas to the carb?

Gas is getting TO the carb but not INTO the carb. Could it be some sort of vacuum leak?

So the bowl is not filling? If so, the inlet needle may be stuck closed.
