mower will not run in low throttle

i have a 17hp briggs and stratton ohv engine that runs with the throttle all the way up but if you put it in the lowest position( all the way to the turtle or slow icon) it juts shuts off and my other mower will still run at the turtle icon so im thinking idle issues?

there may be an idle mixture screw and there is an idle speed screw. One or both may need adjusted. I wouldn't idle it too low though. Need rpm for oil and air circulation

The idle mixture screw is in the side of the carb if equipped, and the idle speed screw is at the top where it hits the throttle and keeps it from closing too far.
